When you choose a sunscreen, look for SPF of 30 and above(protects from UV B rays), UV A protection and also make sure it is water resistant. Only then it will protect and stay on for half a day at least. Most sunscreens are oily. Very few are matte finish. So there is nothing in wrong in applying powder over sunscreen
