Do basic test skin scrapping routine and bacterial culture and sensitivity, fugal culture that will tell suspect cause and then do treatment accordingly with vet.

Do regular brushing with dog comb and stop giving wheat and salty think and see what happen in a months if doesn't improved then show to vet for further investigation.

U can wait upto 4 month of age if testical r not descend then you have to pelvic sonography to find position and accordingly you can step up
