My 3.5 years old daughter when wakes does not go for urine she do urine twice a day..

Make sure your child drinks plenty of water. You can make her drink milk or juices at night if she is reluctant to drink water which will increase the urge of urination. She might be reluctant to go early morning because due to less water consumption she might be feeling pain during urination. So make her drink a lot.

Even if she is passing urine twice per day she may be passing adequate amount. This can be confirmed by measuring the amount passed. However she can drink more fluids as there is no harm in that.
