You have a condition called Male Gynecomastia. It happens because of temporary derangement in hormone production during puberty (around 13 to 14 years age). Due to increased female hormones breast tissue grows like females. This hormone derangement corrects very soon but it's effect remains as it is irreversible. It is not a disease but if you want to get rid of it, cosmetic surgery can remove it permanently through a small hole of 2-3 mm. The surgery is called Liposuction assisted Mastectomy. You should consult a Plastic Surgeon of your choice if you want it treated.
