I don't think hydrocortisone ointment is good. It can cause harm on long time use. First improve your health. Eat more green leafy vegetables. Massage the skin around your eyes with coconut oil or castor oil at night .do not rub your eyes. Have an eye check up to rule out refractive errors.

Have you been prescribed this or you are self medicating? If the skin is looking loose, then that can be treated with simple procedures. After having assessment of why it's also leathery, a suitable procedure can be advised. Kindly do not use hydrocortisone without any prescription. Using it for such a long time may cause multiple unwanted effects not just on the skin but even inside your eyes. Pls visit an eye specialist to ensure no side effects have occurred.
