I had hand sex. Read somewhere that fluid contact could lead to pregnancy. My period ended just yesterday. Just to be safe feel the need to use a plan b pill but I cannot go and buy it. Is it okay if I used novelon birth control pills in an increased dosage?

Fluid contact only with semen or presemen fluid can lead to pregnancy. If that didn't happen, nothing to worry. You have not mentioned when was the contact, if before your period, chances of pregnancy are nil. It's the same also if it was just after your periods. If 3 days have passed since the contact, plan b or novelon won't help. High dose ocp involves 5 tablets of novelon followed by 5 12 hours later. But this can cause lot of vomitting and make sure the tablets don't come out.
