These cells are generally controlled by genes which keep a check on them and regulates their growth. Any injury to the genes by carcinogenic substance like chemicals, radiation or uv rays exposure, viruses etc. Can change the controlling genes and cells become autonomous and independent leading to unchecked growth of some of the cells of body. Since resources are limited these cells are immature and non-functional and also exhausts body resources and nutrition and they start effecting the function of one organ and then start spreading to others and become disseminated.
