Chest Pain is due to cough only. Take some cough syrup. If cough is from long time,you need to evaluate the cause of cough.

Get 2d echo done to know the cardiac status. Yu have to find it out what is the cause of low bp. As you mentioned it's 60/30. He requires hospitalisation.
