Yes valsartan can be used in the place of telmisartan. It's available in strengths of 80 mg /160 mg. I recommend 80 mg to start with.

Please get thyroid profile checked up. Yes you can try reducing the tablet to once daily. Get your bp checked up after a week to see the response.
