The way you are describing, looks like a lipoma. Keep a watch on it. If it increases in size will require treatment or removal.

Treatment is either embolsation of the feeding vessel or surgical excision. Medical treatment does not work.

They are normal. Mostly I think it's Montgomery s tubercle. Nothing to worry. Can apply a moisturising cream.
