Hello, Flutivate is a steroid and dermatologist would not give a steroid and hydroquinone together for pigmentation. Consult a dermatologist.

Stop flutivate. It is a steroid and can have side effects. Instead use melaglow cream twice a day on forehead for 2 months. Use sunscreen like rivela or shadows silk 15 min before sun exposure during the day.

If that doesn't work please follow these herbal combination for complete cure
sootshekhar ras 1 tablet twice a day
chandanadi avleh 10 gms twice a day
chandanadi lepam.
