It's not 100% effective because of some chance of slippage and breakage. In fact nothing is 100%. Each method has its own failure rate

The white discharge is most probably infection and need to take treatment. As far as missing period is concerned please do a pregnancy test.

No. Day is 100% safe. The baby days are 11_16th day. Rest days are relatively safe. But this method has high failure rate.
