It's normal pre menstrual fluid retention under influence of progesterone whose hormonal levels increase prior to menses. Nothing much to worry.

Tube blockage doesn't cause cancer. But cancer is one of the causes of tube blockage. However other disease besides cancer are more common in causing tube blockage.
