I have a young, very mature sibling who is dominating, abusive to us and parents. One minute she is a raving lunatic, hurling abuses and insults and the next minute nice and calm. She creates drama, twists and turns the truth and is rude and disrespectful when she does not get her way. How can we stop this random volatile behavior?

Usually younger children are attention deficient. And as you mentioned she is mature enough she thinks that she can handle life situations better then anyone else and here lies their immaturity and when things did not work according to them they behave strange at times. Like you mentioned. So just try to talk to her and if it is due to some problem in her life. Help her to solve it. If it progress more you can consult a psychiatrist too.
