I and my boyfriend were together and he didn't penetrate or even merely bring his genitals close to mine, but I had rubbed his genitals and wiped my discharge off with the same hands. He had peed prior to this whole scenario around 4-5 times. I wasn't ovulating either. Could I get pregnant with this? Other than that, there was no genital to genital contact.

It is less likely if he has not ejeculated during the process. Also you were not periovulatory. I suggest you to use proper contraceptive to avoid stress.
