I cannot pull my fore skin down when my penis is erect, I can pull it when it's not erect. Should I go for circumcision?

It is likely that you have a Phimosis, though not very tight. Clinical examination by a surgeon will be the best advice for you. If gentle stretching of the prepuceal opening doesn't help you, circumcision will help you to get rid of the problem.
