Hello lybrate-user, Betamethasone is a steroid cream, which helps if there is some redness, sore or other infection condition. When foreskin is not moving properly means it is tight, which can get help with lignocaine (5 %)jelly to some extent, though as per my previous answer a consultation with a surgeon is must. Regards.
