Hello lybrate-user, This may be a hemorrhoids (Piles, usually painless) or an Fissure (usually painful). I recommend you see a surgeon for final diagnosis. Treatment for both in initial stages is same. That is laxatives, plenty of water and Sitz bath. But in later stages treatment for both is different and is treatable.
