Even you are considering hearing to be normal, consult an ENT specialist from first and then go for BERA if they suggest. If hearing is normal but speech is not there it can be either normal as developmental milestones may vary child to child or problem with association centre in brain or motor speech area which can be ruled out with neurological examination plus neuroimaging or it can be problem with articulation which will be ruled out by ENT specialist itself. So you first meet ENT specialist and then if needed meet neurologist. After that it child has any of problem stated above meet speech and hearing therapist. This would suffice for your child problem.
