Hi Sir, I have grown unknown small, closed, painless and itchy bumps on my testicles they grow and disappear them self but are always there. They do not look like warts. I didn't have any type of sex with anyone but as I am 18 years old student I have a very active lifestyle with lots of rigorous physical works due to which I sweat a lot and my underwear are almost always wet which I don't get time to change till next 12 to 24 hours. I also get some wet white powdery material inside my penis skin.

Those are temporary skin lesions Can be Tinea (Fungal) infection. Keep the area as much dry as possible. Can use Clotrimazole dusting powder after bath. The whitish collection under preputial skin in the penis is normal, you can clean it while taking bath.
