I was playing with a stray dog, and while giving him a biscuit, his upper teeth touched my finger and right now it has become a small black spot, there was no blood, and no penetration, just this, should I get vaccines? The dog is a puppy and probably not bitten by a rabid dog.

If there was no injury and especially if the puppy was not bitten by rabid dog and is alive for more than 10 days after licking you as you said, there is no need for vaccination.
