In normal condition both testicles are not at same level, slightly one above than other. Nearly after age of 5 year all is goes to normal.

Hello there. Both testis should be at the proper place by the time a male child is born. Sometimes it might be delayed due to prematurity, but not greater than one year age. Your Child is 3 years now. I would suggest you to consult a good pediatric surgeon to rule out condition called undescended testis so that timely treatment is given before any permanent damage to testis occurs. Hope your query is cleared.
