My brother had brain tumor 11 mm on the left frontal lobe. Doctors removed it from surgery and sent the tumor for further check up. After surgery there were no adverse effects on his health. Now after 7 days of surgery we get to know that its cancerous. Is there a chance that surgery might make the situation worse. Is there a chance that he will be cured fully?

Surgery will not harmful. It is good that you find out early. He can recover fully if whole tumour was removed. Now you should go further treatment for it.
