Suppose if someone got infected with hiv 1 year ago. But the person is unaware and the person has not undergone any tests. And if he gets reinfected in the last 1 month. If he undergoes hiv tridot test. And the test comes non reactive. Does this mean that the person was not infected 1 year back.

Yes it means that he was not infected last time or this time. Understand that only if you mingle with an hiv positive partner will you get infected. If you have sex with another normal, uninfected female there is no chance of infection.
