I have done my routine urine exam and the report shows with rbc of 5-7 with a few epithelial cells and pus cells ranging between 2-3, besides the above mentioned complaint, I neither do have any major complaint of any dysuria or burning while urinating, apart from that I have chronic long-standing inguinal hernia present does it to be considered of any major concern.

Usually, a pus cell count of less than 10 is not indicative of infection and need to be assessed with the symptoms, you suffer. An inguinal hernia is not involved in this case and needs to be surgically removed.
