I am 23 years old. I done my circumcision on 15 days back. Some stitches are fallen. But swelling is coming out of wound. Can I use neosporin ointment. And either I have to apply neosporin on glans or stitches area.

Well stitch are normal to fall by it's own. Swelling will eventually subside. You can apply neospoin ointment and properly clean glans area with proper hygiene maintenance.
