No, dare not to. Betamethasone is a steroid ointment that will make your foreskin thick and even more tight once you stop using it. It will make you condition worse. Piles ointment is for piles and not for phimosis.  An acute case of phimosis may create problems for the person when he would want to pass urine or to perform sex, as this action may either be restricted or become troublesome. It's not work it's a steroid ointment and go for surgery is good.
