Is your shoulder stiff as well, of yes you may be having frozen shoulder. Check your sugar to see that it is controlled. For frozen shoulder the treatment is steroid injection into the shoulder followed by physiotherapy ie shoulder mobilization exercises along with pain relieving drugs. Also get your vitamin d and uric acid levels (blood tests) done.

Dear , get an ecg done. If it is normal I think it could be' frozen shoulder" which is quite common in diabetes. You can take pain killers apply diclofenac ointment and do physiotherapy. It might take some time but in most patients the condition goes away within 2 yrs
