I am 28 years. I have chronic cough. The cough eases when I use expectorants but breathlessness persists. I can't even walk faster or ride ladders.

Hi. I understand your concerns. You might be having asthma. Asthma is chronic and a common problem causing symptoms. You will need to undergo a detailed examination and investigations like chest x ray to look for infection. If it's normal then you will need to undergo pulmonary function test which is needed for diagnosis and also to assess severity of asthma based on which treatemnt can be started. Consult a pulmonologist for the same.
