Can I use otrivin to get relief from blocked nose without any doctor consultation?

Otrivin (or other topical nasal decongestant) is not a very good medicine. I know it gives immediate relief but on long term use it has side effect (rhinitis medicamentosa) leading to persistent nasal obstruction for which it is used.
