You need to completely assess her neurological status, by clinical examination and mri of the brain. Assessment for the development of cochlea, cochlear duct etc, need to be done. Cochlear implants are available. A complete assessment by an audiometrist will give proper suggestion for feasibility of cochlear implantation. If none of the above are possible, you need to take her to a special school to make her learn lip-reading, so that she won't be handicapped in her later life.
