I have pain just below the neck, shoulders & also in my heels, are these symptoms of cervical osteoarthritis?

Sharp, shooting pain radiating to arm may be due to cervical disc. Cervical joints can give rise to dull aching pain. Heel pain is may be planter fasciatis. Wear soft chappals & hawai slippers all the time for that pain. For cervical go for Xray & MRI to diagnose.
