You can regain your previous strength post collarbone fracture but you need to start physiotherapy as soon as the orthopedic allows. You will probably need good mobilization and strength training.

Undisplaced fractures heal sufficiently in 3-4 weeks, though some pain / swelling may persist for up to 3-4 months. Displaced fractures may require surgery to restore proper position. Please attach x rays if possible.
