The best timing is to drink it about 1 hour after a meal, because green tea can hurt iron absorption while your food is being digested in the first our after your meal.

Besides timing after meals, you can drink green tea any time, except:
in the evening if you are sensitive to caffeine (though it's significantly less than coffee).
on a really empty stomach

Green Tea/ Coffee / Honey Lemon /Aloe Vera etc. These are all general health tonics. But have NO effect on weight.
There is no system in the body by which any of such medicines/concoctions can travel inside the body and burn fat.

Both are different in terms of processing only, both are leaves of the same plant, green tea is unfermented, toasted leaves while black tea undergoes fermentation to inhance color and flavour. Both contains caffiene, must not be taken before sleep. Both have antioxidant properties.
