If you have chest pain please consult a cardiologist immediately and also please reduce your tension .normal bp for your age is 121/80 and also it can reach a maximum of 133/84. This is cervical pain (neck pain) and that's the reason the pain radiates until the shoulder blades. If you keep ice that would help and along side you can do hot water fermentation. You shall use cervical collar which would help you to reduce the radiating pain ie. Due to the nerve compression.

The most common cause of neck pain can be cervical disc disease. It is generally caused by the abnormality of the disc that is the cushion present between the vertebrae. The disc can get damaged because of arthritis or any unknown cause. When damaged, it usually leads to inflammation or spasm of the muscles leading to neck pain.

Sounds like a nerve is getting impinged at some level in the neck. It may be due to facetal arthropathy of severe spondylotic changes or a disc prolapse. Medicines will give only temporary relief. You need to mibilise the cervical region either mannually or by a very effective machine called the spinal decompression therapy . Also she needs to do corrective and strengthening exs for her neck. Kindly visit a physiotherapist for further evaluation.

The neck pain could be due to spondylitis or due to weak muscles as you have said.
It is better to take second opinion from another doctor.
If it is still due to muscles only then it could be due to excessive computer / laptop use.
Please check out on the net how to sit properly in front of computer.
Also you can do Yoga exercises for reducing the neck pains. There are lots of them on Youtube.
