If you have previously taken full dose of tetanus vaccine schedule 3/4 doses depending on type and site. And last dose is booster dose then small clean cut doesn't need a booster.
But nevertheless if you have any doubt or want abooster anyway, go for booster as after 4 weeks another booster won't do too much harm. Only minor fever and myalgia.

If she had taken full schedule in last 5 years then she doesn't need vaccination if not give a age appropriate booster dose.

Yes.
You need full course if you have not previously ever gotten full course.
If you have taken full course and last booster shot was 6 months ago then you don't need vaccinated.
Although there is no contradiction if you still want a booster.

Safety pins pricks usually donot cause tetanus.
But better take two shots of tet vac 6 weeks apart and then 5 yrly to prevent tetanus from minor injuries.
