Get hba1c done for average values.
As per guildlines. More than 126 is diabetes
but sometimes it could be due to recent overdosing on sugars.
Try sugar free and fats free diet for 2 weeks and daily 20 min brisk walk. Repeat fbs .if still high need treatment otherwise, lifelong diet and exercise should be enough.
