Thrombophlebitis without IV is a sign of advanced cance of stomach, pancreas etc.
If it is due to I.V. Or chemotherapy then it is just a side effect like any other, not related to advanced cancer. We usually use a surgically inserted port to give chemotherapy as it avoids the thrombophlebitis and also reduces the chances of infection.

It means inflammation of a vein. Thrombophlebitis is due to one or more blood clots in a vein that cause inflammation.
