Hello Mr. lybrate-user, first it should be diagnosed. There are many reasons to get reduced loudness. Generally our voice loudness and voice depends on length ,mass and tension of vocal cord which is situated in throat. Another thing you have mentioned about clearity, if all the articulator like tongue, teeth etc are fine. You should not have problems in clearity.
