Can you get hepatitis b by drinking a glass of water with a drop of blood if the person was infected and not washing the mouth later. And also what if you have a small chapped lip without bleeding can the blood go inside? And I have been vaccinated for hep b before 4 years. So is the vaccine still protective?

No, you cannot hepatitis b by drinking a glass of water with a drop of blood if the person was infected and not washing the mouth. It is not possible for the infective doses to go inside with a chapped lip esp if you were vaccinated.
