My Father's kidney is failed. Its almost fail. It is just working 8-9%. What is the best treatment for that?

If both kidneys have failed then he eill need dialysis and treatment of the cause of failure. If the cause comes out be treatable and kidney functions may come back.

But if the egfr of your father is 8-9% as described then it is time to consider some form of renal replacement therapy for him. The options are hemodialysis, peritoneal dialysis and kidney transplantation. Please get him evaluated at the earliest.
