Is it true that each actuation of inhalers for Asthmatic/COPD patients layers the lungs with their chemical compositions thereby reducing their effectiveness in the long run?

No the body is a dynamic system. All the water and food we take in, is not deposited inside and it is rather metabolized or processed and ultimately excreted outside in the same way all actuations of inhaler medications are metabolized. So the effect is transient for few hours or at the maximum couple of days only.
