Can I use dettol to bath my 1 year 3 months old baby? Lately I don't trust how good our bathing water is so I am tempted to pour a few drops of dettol into her bathing water.

It is not necessary to use Dettol. it is better and safer to use any mild soap for bathing.

Unnecessary exposure to antiseptic is unwarranted in my opinion. Intact natural skin is an excellent barrier for germs.
