Hi 
10 yrs age shows the flaring of upper front teeth due to erupting canines which come at about 12 yrs.
So it is better to wait till 12 yrs.

What he has told is correct. Her present age is referred as Ugly Duckling Stage. So please visit a dentist after the canined fully develop at around 12 years

Yes you can wait till 12 years after that you can proceed because at 12 years of age all permanent teeth would have erupted and orthodontic treatment can be done.
