Hi, most of the time, when the upper teeth are protruted/proclined, the lower chin might appear smaller or retruded. As you are undergoing your braces treatment (hoping, from an orthodontist) the dentist would definitely inform you if there is a need for surgery. But still if you need a confirmation ,it can be said only after seeing x-rays and other required investigations.
