If plaque is present already scaling is required. To minimise plaque deposition in future follow proper brushing habit morning and night, flossing and rinsing mouth with water everytime you eat something. For fluorosis covering your teeth with laminate, veneer, or cap is only effective solution. Scaling ,bleaching will not really help with fluorosis.

Hello, it is difficult to maintain no plaque teeth as plaque will develop because of food and drinks we have. We can reduce it by brushing twice and rinsing with water or mouthwash after your meals. Start using floss to remove the deposits between the two teeth. And get a round of scaling done by a dentist once in a year. Thanks.

Plaque will develop within minutes after cleaning and its not harmful when you teeth surfaces are free of any food particles. Instead of plaque your focus should be on food particles.
