a white layer at periphery of black area of eye is usually due to corneal degeneration -mostly age related but can also be due to raised cholesterol and triglycerides. besides checking blood lipid profile , no need to worry. If it's affecting centre of eye- could be corneal or lens opacity ( cataract). that's needs to be assessed by eye doctor.
