You need to consult a retina specialist for diabetic retinopathy related complications. As you have mentioned this is at a very advanced stage and hence more difficult to treat. However please visit a retina specialist for advanced options. Also it is important to screen the patient for glaucoma. Thanks.

In disease like diabetes and hypertension, the systemic metabolic control of blood sugar levels, blood pressure, cholesterol levels etc is very important since diagnosis. This helps reduce and slow down the inevitable damage to various small n larger blood vessels and help in prolonging life. Unfortunately, the first few years control is ignored as the patient is largely asymptomatic as the body compensates for gradual damage. U r father seems to have gone into a stage of proliferative diabetic retinopathy and has undergone retinal surgery. The prognosis depends on extent of damage and existing blood supply to macula. It is difficult to comment without any further info.
